Once again the world finds itself without a Stormwatch team. But Jackson King, a former Stormwatch member and Weatherman, intends to change that. However, with the Post Human Division, as he calls it, King intends to work with local law enforcement to get them better equipped to deal with superpowered threats with the P.H.D. acting as supervisors. But in a world where superpowered beings run rampant, the P.H.D.'s non-superpowered members find themselves to truly be the minority.

Summary:

Jackson King, formerly Stormwatch's field commander codenamed Battalion, is the new Weatherman in charge of Stormwatch. Realizing that there are threats in the world that need a more forceful approach, King forms Stormwatch Black- a group of extremely powerful beings that are meant to deal with these threats permanently. But will the United Nations continue to sanction such a team?

Stormwatch is the United Nation's crisis intervention team that is in charge of responding to superpowered threats around the globe. Led by Weatherman Henry Bendix, the team resides in their orbital space station: Skywatch. Steven really wants to enter the annual Beach City Bike Race but everyone else is a little worried. Steven just makes the cut off for age, which means the other bikers will be a lot older than him. Frieda heads to Akkad's place where the five alarm crew is waiting to take her somewhere. Static intervenes and defeats them. Frieda heads home. Static then changes into his civilian clothes and rushes back home to talk to Frieda on the phone. The next day Virgil asks Larry about asking Frieda out and he responds saying that he thinks Frieda believes they're just friends. While in class the five alarm crew arrive and take Frieda to Hot-Streak. Static eventually arrives and fights Hot-Streak, but when he sees his face he stops fighting and is beaten by him. Hot-Streak leaves and Static tells Frieda he couldn't fight him and takes off his mask revealing to her that he is Virgil.
