The Justice Machine Annual was intended to be the last publication for "Noble Comics". A relaunch under the name "Texas Comics Incorporated" with an all new bi-monthly publication of alternating titles was announced on the issue. One month would feature Justice Machine and the next month feature the Elementals. Yet things didn't quite work out, as both titles ended up in their own respective series under the publisher Comico not too long afterwards. Nevertheless, it makes for an interesting issue in the history of these two comics titles and marks the 1st Appearance of Bill Willingham's Elementals in comics.

If you're a reader of JACK OF FABLES, then you're familiar with The Literals – an extended family of characters who literally embody literary notions. It's also very possible that one of The Literals may have created all of the Fables plus the universe in which they reside, unbeknownst to our beloved Fables.
It's a world in which the great heroes of our stories live in the flesh. We start in the Big City, protected by Vampirella and the Green Hornet. A scarlet clad woman of mystery rushes into a bar, pursued by a team of assassins. The terror that breaks loose there and then will eventually lead (in the issues that follow) to The Phantom's Jungle, Flash Gordon's space age town of Landing, battles in the sky with Captain Victory, and so much more, until finally, we arrive in the Monstrous Lands, protected by... well, nobody.
Phantoms Stranger, summons Shadowpact and uses his magic to help them enter the dome, but the feedback from this trick Phantom Stranger is knocked for a loop, leaving the Shadowpact trapped inside.
